Contribution Committee

 



Criteria
The following criteria will be considered with each request: 

  • A record of service to the citizens of Toledo
  • Financial and management capability of the requesting organization to provide services
  • Positive impact the contribution may have on supplementing an activity or direct service provided by the City to Toledo citizens
  • Number of citizens receiving direct services from the organization requesting funds

Funding 
If your organization is selected for funding from the City of Toledo, funds will be provided after July 1. 



Application Procedure

  • Organizations must submit an application for funding no later than Friday, May 10, 2024 on the Application form [link below]
  • Organizations that receive a contribution award are required to submit a final report to the City Manager no later than December 31 of the year the funding was awarded [Fiscal year runs from July 1 to June 30].
  • Organizations must detail how funds were spent.
  • Organizations that do not provide a final report will be ineligible for funding in the next fiscal year.


Amount of Funding 
Funding designated to the City for contributions shall be:

  • Limited to a maximum of 30% of state shared liquor tax, cigarette tax and marijuana tax annually. 
  • Allocated only if sufficient revenues are available to fund city services at a level acceptable to the City Council

In Kind Services
In-kind services may be provided only if a finding can be made that the project or activity will provide services to or benefit the entire community.

  • The City Manager shall have the authority to approve requests for in-kind services of eight hours or less
  • Approval shall be granted only if the in-kind services will not substantially interfere with the provision of regular city services to the citizens of Toledo
  • Requests for in-kind services in excess of an eight hour period shall be made to the City Manager 
  • The City Manager shall forward the request, with a recommendation, to the City Council at a regularly scheduled meeting 
  • The decision of the City Council shall be final

City Enhancement & In-Kind Services Grant Policy

This policy was originally adopted in 1999 by the City Council to provide funding and in-kind services to social service and civic organizations that provide direct services to Toledo citizens or enhance the quality of life in the community. Past recipients include Meals on Wheels, Toledo Food Share Pantry, and more. 


Committee membership

The Contribution Committee (Committee) consists of five (5) members; one member of the City Council, one member of the City Staff designated by the City Manager, one citizen Budget Committee member and two citizens at large appointed by the Mayor with the consent of the City Council. The Committee was established to review all requests for contributions and prepare a recommendation for funding to the City Council.

Responsibilities of the Committee - 

  • They forward a recommendation to the City Manager for inclusion into the annual city budget
  • They forward their funding recommendations to the City Council for approval
